         WE DON'T NEED NO STINKIN' PROCESS!
    
     The headline in the Miami Herald made me let out a groan. Dade studies switch to paper ballots.  It wasn't bad enough that my friends around the world ridiculed us Floridians for being the Land of the Pregnant Chads in the 2000 presidential election, or that the leader of a major nation mistakenly believes that the election was decided in the courts or that my father-in-law still thinks he lost his vote through the butterfly ballot.  "Here we go again," I thought.
     But as I read the article, which focused on problems with the new computerized touch-screen voting machines that we used in the 2004 elections, I found those ubiquitous words "human error"...
     "Three years after spending $24.5 million to install a controversial touch-screen voting system, Miami-Dade County election officials have been asked to study scrapping the system in favor of paper-based balloting...(after) revelation that hundreds of votes in recent elections hadn't been counted...'You have lousy technology that doesn't inspire voter confidence combined with outrageous costs for that lousy technology.'"
     Sound familiar?
     Substitute customer for voter...
     Now it sounds like the lament we hear every day.  It's confirmed by studies that show failed technology projects cost the world economy HUNDREDS OF BILLIONS OF DOLLARS every year...
    
So what happened?
     "The Miami-Dade elections department revealed that a staffer's coding error had led to hundreds of ballots being thrown out..."
     Ah! There's the culprit...
     Some hapless programmer will go to his or her fate...condemned to ignominy...Lawyers for the County and the vendor will joust, thrust and parry and come to a settlement...
     BUT -- the root cause of the problem will NOT be discussed or even identified.
     Was the programmer really an evil hacker bent on arbitrarily throwing out votes?
     Probably not...but why did he or she goof so colossally?
     I have a hunch...not because I'm clairvoyant...but because I've seen quite a few projects go down in flames...I know where to look for the root cause...
     The culprit is inevitably a flawed process -- or even worse -- no process...
     'We don't need no stinkin' process' has been the IT rallying cry for too many companies.

     
     Folks really don't get it that a flawed processes can only be relied upon to produce flawed results with mounting rework costs:
    *  We pay to do it wrong
     *  We pay to find it
     *  We pay to fix it!
That's why we have "outrageous costs for that lousy technology."
     So back to that hapless Miami programmer...Someone needed a 'small change' in the system...and without a thorough process to understand the requirements and their impact...without a robust way to specify the requirements and review them...the programmer followed his or her own best instincts and made the requested change, did a little testing (maybe) and put the software back into production.
     Classic studies at IBM decades ago demonstrated that 'small' changes often produce more bugs than large ones since there tends to be less discipline around them.  This 'small-change-bug' was certainly a doozey as the system cheerfully tossed out valid votes more efficiently that a corrupt politician.
     'Honest Mistakes' help derail projects every day so a growing number of companies are going against this trend and adopting powerful processes such as CMM, CMMI, SPICE, TickIT or other established standards.  These approaches all have one thing in common -- processes.  They start with the premise that robust processes produce robust results.
